So I went ahead and contacted the company through email in regards to the way I wanted the circuit and here's what I received in response early this morning:
Hi Francis - This could be done as a special the cost would be $50.00 Plus the price of a delay unit $24.50 ex S&H "To be totally honest we do not see any advantage with this product as our current delay product blinks 6 x in 2.2 seconds if we were to change the amount of flashes say to 3 flashes it would be about 1second the reason for our 6 flashes is its ability to seen and processed by the driver following and the react and act accordingly, the delay of about 8 seconds or 10 should not be relevant. Remember Be Seen - Be Safe - Be Blinking Smart Kelly KAHTEC Sales Team" Going to contact them again to see if we can get 3-4 flashes within 3 secs then solid on.. 6 flashes within 2.2 secs is too many for CA regulations and would be pretty annoying to the car in the rear. hoping to get a GB going so we can get the cost down.

If you send them another email, could you ask them if there needs to be anything different to the circuit if we are piggybacking the fog light off of one of the normal brake lights??? i would assume there would need to be some sort of isolation between the brake light and the Kahtec unit?
