if some one (from GA) bought a car from an Auction in (south Carolina). later on he received the title. signed from the auction but not from the previous owner

Another Question about titles!
if some one (from GA) bought a car from an Auction in (south Carolina). later on he received the title. signed from the auction but not from the previous owner of the car.
does he need to get the title signed by the previous owner or only the auction signature is enough? Am asking this because i have a case with someone in GA US, and when finally we agreed about a car. he told me that he received the title, but there is a problem so he need to send it back to the auction, and then the auction need to get the previous owner signature and then they return to him the title. Is this true?
