Steering lock grounding issue. Where does this go?

Howdy,

Steering locked.
Bought new.
Started.
Shut it off, tied battery and other things.
Never started again.
Got under. Found this thing which is the cable that goes to the steering lock...

I'm being told the following errors mean I may need a new ECU or NISSAN to reconfigure it, which may be thousands.

2 months ago I got a 2010 Nismo.

1) there's no OIL cooler. OIL heats up very fast and high. I have to spend $300-600 on OIL cooler (Parts only)
