For someone starting out, I think Adobe Lightroom is fantastic and pretty easy to use. It may not have the depth of Photoshop, but it will yield great results...even fantastic results once you know your way around. You can easily touch-up, like skin smoothing, without losing detail. PS is still king for heavy lifting, but for most people, editing in lightroom is enough.
