Yeap, I've been following up with other forums as well and it appears to be true. I have filed a dispute through paypal, and has contacted the rightful owner about this matter.  However, until this is resolved, I will not state any information regarding the scammer, the owner and any other info.
Surprisingly, the rightful owner is local.
