ok so say someone buys this off of you for your asking price, what is left to pay when you go to a tuning shop to get your car tuned?

Around $300 for a custom tune. You need the license for them to do a tune.

Yes, but I'm going to buy the cable shortly, and then you'll be able to purchase the cable with the license on it.
