with bolt-on mods they tend to work together to increase power. headers alone may get you 10hp and exhuast alone may get you 5 or 10 hp but when you do the entire system you can get 25-30 because it removes all of the bottlenecks in the system

Its much more complicated than that and not necessarily true for all mods.
