In the UK, custom plates are very very expensive and are hard to get in very specific letter/number arrangement. They only do so many per year and such I believe.

wait, so you register the number plate and then you can privately sell the rights to use the plate for as much as you want? aren't the plates the DMV's (or the UK's equivalent) property? what would stop someone from registering what they think would be a sought after number plate and then selling it to the highest bidder?
