I thought that you could not transfer the license, I'm interested in it if I am able to plug and play

The license transfers just fine, as long the license is on the cable (which the picture DOES show) then anyone can use it on any supported vehicle.

HOWEVER you will have to pay for tuning support, it doesn't come with any tunes
