Why? There's simply no market for the latter vehicle. Nearly every car that once fit that bill is out of production or going out of production.

Yes there are people who want that, but they do not represent enough of the market. Toyota will have to give this some decent performance specs to sell.
The original point of the concept car was to gauge interest in a returrn to a modest sports coupe. As evidenced by various media activity, there is lots of interest in this sort of car even with modest performance numbers. You may be right that they think they have to up the performance in order to sell it, but I hope they don't.

Not necessarily. In many cases where there are multiple models with different engines, they weight is nearly the same for the lesser powered machines -- e.g. Mustang, Genesis Coupe. Since they are the same platforms, the platform is built for the bigger engine and hence ends up weighing more than if there were no plans for the bigger engine. So, while a 31k lb 330 HP turbo 4 might be acceptable, a 3050 lb 200 HP NA 4 might not be.

On the other hand, the examples I mentioned are not exactly analogous since the different engine types end up adding 2 cylinders to the upscale model ... in the case of the FT-86 it might only be the addition of the turbo components.
