i thought that GTR was their "safety car", ie has on board water for emergency fire response etc

It is, that's basically what "streckensicherung" means.

Mosler is the manufacturer. Awesome car. Was in some car pack for Forza 3 ... about the closest I'll get to driving it

Thise was posted several months ago. Pretty cool IMO. I wish you had gotten some pics of the rescue equipment and how they managed to fit it in there.
