For us California folk,

Assembly Bill No. AB-1824 (Section 4) is looking to pass the following for 2019:

(4) .. Existing law requires every motor vehicle subject to registration to be equipped with an adequate muffler in constant operation and properly maintained to prevent any excessive or unusual noise and prohibits a muffler or exhaust system from being equipped with a cutout, bypass, or similar device. Existing law further prohibits the modification of an exhaust system of a motor vehicle in a manner that will amplify or increase the noise emitted by the motor of the vehicle so that the vehicle exceeds existing noise limits. This bill would include, among those conditions that are disqualifying, a violation of the above-described requirements related to mufflers and exhaust systems.

That's all already illegal in California.

Looking at the actual full text, it looks like they can't just give you a fix-it ticket anymore.

It's not making legal exhausts illegal. Like literally nothing will change for you.

In Orange County, there are neighborhoods that have signs posted saying no loud vehicles and exhaust, and they will fine you. I believe this is near the Fashion Island in Newport Beach... but there are lot of neighborhoods in So.Cal that are like this with signs posted banning loud vehicles.

F#@k California they have more laws then common sense. Who would want to live there over taxed, over billed and too many ridiculous laws, fires floods and riots, sheez , what a place.

Here's Arizona:

A. A motor vehicle shall be equipped at all times with a muffler that is in good working order and that is in constant operation to prevent excessive or unusual noise.

B. A person shall not use a muffler cutout, bypass or similar device on a motor vehicle on a highway.

C. The engine and power mechanism of a motor vehicle shall be equipped and adjusted to prevent the escape of excessive fumes or smoke.

D. Beginning with motor vehicles and motor vehicle engines of the 1968 model year, motor vehicles and motor vehicle engines shall be equipped with emissions control devices that meet the standards established by the director of environmental quality.

E. A person who violates this section is subject to a civil penalty of at least one hundred dollars.

F. This section does not apply to an electrically powered motor vehicle.

You don't get written up here for smog exemption. You either don't get your vehicle registered for failing smog or you pay $3-600 for a "special smog" (IF and only IF you have the special connections for a "special smog"...)

Yep, and that is doing stupid if you live in Pima or Maricopa county. The rest of the State does not have smog requirements. I have lived in Kingman since 1993 and never had to get my vehicle tested. I don't believe they even check if you don't blow a code but I am no expert on that part of title 28. Also if I am not mistaken modern cars are only test every 5 years so it should be easy (still a pain) to change things out come testing time.

California has some counties that don't have smog laws either, but then again most properties in those counties also don't have public utilities and are essentially off the grid.

I'm not sure about the modern cars law. I remember a dealer course I took (2011/2012) stated new vehicles are exempt for the first three years and you pay a smog abatement fee instead. Sounds like they must have changed this because I was wondering why I didn't have to smog and its my 4th year since purchase on my Nismo.

It more than likely changed when they started allowing vehicles to be registered for five consecutive years. I registered my 2002 diesel truck truck for five years and I think it cost me $150. I can't remember how many years I have my Nismo registered for lol.

I play every where on the forum. I live in AZ and used to live in SoCal. My brother and my mom live in Socal so I am familiar with Cali laws. Also spent 20 plus years in law enforcement in AZ and even though it was in fish and wildlife we had to well versed in all areas of law so being next to California, we worked with them closely. And know California doesn't do five years at time because they might want raise rates or change something lol!
