Aren't 'I all exhaust system modifications prohibited?

No. Section 27151 VC prohibits the modification of the exhaust system to amplify or increase the noise emitted by the vehicle, making the vehicle not in compliance with Section 27150 VC or exceeding the noise limits established in Sections 27201-27206 VC. Section 27151 VC does not prohibit all modifications to an exhaust system. It also does not prohibit all modifications that increase the noise level of the exhaust system over that of the original, factory-installed exhaust system (as it did until 1980). It only prohibits modifications that result in a noise level higher than those specified In Sections 27201-27206 VC. Accurately determining compliance with Sections 27201-27206 VC for enforcement purposes is generally impractical. Enforcement personnel must make an informed professional evaluation to determine if excessive noise statutes are being violated.

^ This pretty much says it's OK to have a modified exhaust as long as its under 95 dcb.

But at the same time people like you are getting cited without LEO's making a "professional evaluation" whether or not you're over 95.

Go to court. What do you have to loose. You can't let them get away with it. Next thing you know you will have to pay a tax if you pass gas. Methane tax.

That's just it, all these tickets, don't mean they all will hold up in court. They giving them out like candy right now and thinking most people wont look into it any further and accept it, let alone fight it. Eventually as more people start calling their bull*%$ and fighting them, they'll start doing it by the book.

fight a ticket in sacramento? the kicker is they have their own parking lot and charge U to park to fight ticket, there is nowhere else to park as they have parking restriction signs surrounding the neighborhood.

Been looking around myself & it looks like this document has a date of 11/98 The following is presented as a public service I see nothing new on the VC Codes Display Text
I have been unable to locate a new CHP memo either. other than it looks like the same regs are in play( nothing new) but now there is a fine. If anyone finds anything new regulation, please post it.

To me, a professional evaluation should include either a professional audio engineer (or similar professional with relevant experience) or professional equipment to make the determination. My guess is CA will pay for enforcement personnel to get certified in a relevant audio field or the state will buy them all dB meters to add to their utility belts. At the taxpayers' expense, of course.

Don't blame the cops for hassling the modified cars, it is all because of those idiots who are involved in illegal street racing, taking over street intersections and mall parking lots doing burnouts etc...

I recalled that some cities are less mod-car friendly than the others. If you have a highly mod car, it's probably a good idea to stay away.

I heard that they have some kind of mobile smog check stations, and they can impound your car if you removed the cats.

Per a Z shootout, here are the levels of a few I found from the 350Z.

First number is @ idle, second @ 3K rpm, tested at 20 feet back. California tests at 50 feet back.

OEM: 81db / 89db
Borla: 88db / 92db
NISMO: 84db / 95db
Stillen: 84db / 93db
Injen: 83 db/ 99db
5Zigen: 87db / 105db

They should absolutely fight that if they aren't running test pipes or something.

He's running a Tomei and probably a test pipe (even race tracks have lower decibel limits), and posts street racing in traffic on his Instagram. He also wrecked a previous Z due to a "truck that came out of nowhere". I'd argue the guy was driving like a jackass and gave the cop cause.

Initial plans are to go and observe how testing is actually done. One is about 5 miles where I work. My argument above may be insufficient. Curious if my set up will measure 95 db at 50 ft so I will go and have a state referee measure as is. Not sure how much it'll cost me. If under I'm good and will fight it to void the fine. Ticket was issued in Nov of 2018 so it is not 1k. If over 95 I will fix to get it under 95 and certified.

This. There are some cops with a power-trip, but I'm inclined to believe a lot of let drivers off the hook more than we realize.

I'm sure a fair share can understand the difference between someone having open fun, and someone actually putting other drivers in danger. It's a bit of unwritten law. Cops can have their own builds too. Of course, if they see someone blatantly doing 150+, they're gonna have to do their job. Same goes if there is a clear violation of equipment per state.

I do get annoyed in CA knowing I spent money making sure an OEM Nismo Exhaust install was done flawlessly with all fresh small parts at a dealer, just so I know I'm good in the future for inspection, when in another state it could've been put towards a better-performing exhaust. But yeah, emissions has been a real problem, and there are problematic street racers.

But it's also a good perspective check. If I want a faster car, I better save up for one. As cool as a turbo build could be, and any builds in general to make your car your own (I mean I would want to do a lot of mods), it's not entirely practical spending.
