I don't think it's the service part that they won't do, its the warranty work. It totally undstandable considering that they probably have zero training on the Z, let alone with a GT-R. Even here there are specialized GT-R techs. To be honest, I wouldn't want these guys touching my car anyways. The warranty has limitations, especially on location, so you're pretty much out of luck since they don't sell the Z there.

Sure, there are the wealthy few such as yourself, but you're in the minority. Nissan can't make a profit selling the Z there, so it's kind of pointless from their perspective.

I fail to see why a dealership in Peru that doesn't sell or warranty your car should be forced to perform service. You knew the stakes going in, have a local mechanic do it or better yet... do it yourself.
