Guys I need your help!! Their trying to stand by their price which is 29865. What do you guys think I should pay at most? I think PW, persimmon exterior

Guys I need your help!! Their trying to stand by their price which is 29865. What do you guys think I should pay at most? I think PW, persimmon exterior touring with sports pkg and navi is hard one to find. So I was thinking about just getting it at their price. Also, when you buy car out of state, do you do all the paper works at the dealer?
