Is this fraud?

Is it legal or illegal to conjure up a fake quote or invoice of a car from another dealership. Say that I told a dealership that a different dealership said

Is it legal or illegal to conjure up a fake quote or invoice of a car from another dealership. Say that I told a dealership that a different dealership said they would sell me a car for X amount of dollars even though they didn't.

Would this be considered fraud of any sort? Could I get into trouble?
