A few things need to happen:

1. Chief roka needs to be verbally warned(if this is his first time)
2. He needs to be banned if he has been warned before.

It's characters such as himself that bring good forums down, and this forum has been doing fine so far. Don't want to see inaction from the moderators on this, as it will only make things worse in the future for this forum.
