Can't speak to elsewhere but around here you haven't been able to get rotors turned in a hell of a long time. Used to be darn near every parts store would do it for like $15-20 while you wait. Not the case anymore. Plus the cost for (regular) rotors has gone down substantially. When you can buy a new rotor for $40 it's not worth it to try and squeak more life out of bad ones by turning them.

Had my OEM tires replaced by Pilot Super Sports on Thursday afternoon. It began raining while still at the shop, so I didn't get to try them out at all. Then a bunch of sleet and icy roads showed up. At least I can tell the PSSs will hold air.
