My experience indicates it is an estimate based on your recent driving habits. If you were driving spiritedly, it will calculate remaining miles based on that type of driving. If you were driving on the highway, then it will calculate based on that. I've had it say 45 miles left, and then made a couple of redline pulls, and less than a mile later its flashing "---"

I have put 50 miles on the car after it started flashing ---. I think I filled up with ~18.5 gallons (19.1 US Gal capacity). But I pay close attention to the miles I can get on a tank with different driving habits. I base my fill ups on how many miles I have on the tank and how I've been driving the car, not anything the car tells me. I think you're probably right that it leaves you about 2.5 Gal or so when it starts flashing --- (can't be exactly sure though).
