Nissan has already made all the easy/cheap mods. If you want more than 10-15 more HP, you need to go with a (turbo-)supercharger.
I have no idea what the chip you refer to does but it sounds like snake oil if it's promising 30 HP. Edit: If I found the right Superchips, it looks like they make some programmers that might allow someone with the proper skills to do some tuning that might give some more HP. But, without knowing what/which superchip you are talking about, it's hard to tell for sure.
