What is the spot just above where the rear fog light is supposed to go?

Could you please tell what brand trailer this is. The ones I have found that are light weight, are very small. Thanks

On cars imported to other countries. If you pop that cap off. That is where you would screw the tow hook into. On US Z's. We do not have the block of alumunim welded to the the bumper susport that the tow hook would screw into.
