Cutting down license plate on Z (Euro Style) Legal?

Just wondering if anyone has cut down their license plates in their state to give the car the "Euro" style look, and if so, is it legal?

I came across this site that does them: http://www.europlates.com/custom-american-europlates

I'm pretty sure any modification to state property is illegal.

Those euro style plates are illegal also, But you can use them for a photo shoot

I asked Tx DPS about euro style. It's illegal to do either here. The automatically told me about modified plates asking that question.
