The point of this post was really to find an answer to the question.

At the track it's an easy connecting point to pull you out of the gravel, etc. if you run off, rather than someone trying to crawl under the car. (See Le Mans, ALMS, Touring Car, etc. races.)

On the street - I guess under certain circumstances it could provide the same type of convenience. Otherwise it's for looks.

I thought some tracks require you to have the tow hook clearly visible and attached on your car.

What do you mean the bumper is protected?

I personally have no problems with visible tow hooks, its just an accessory in my eyes.

If the hook is extended enough out, and someone backs into your car the hook will take most of the damage or at least help protect the bumper a little bit
