its fairly stock other than some cosmetic upgrades...

How about this one? Only a sport but that's probably sufficient to me as its more important than Touring.

2010 Nissan 370Z, $24,991 - Cars.com

Seem like a good deal? Kind of a lot of miles.
If you really want the touring + Sport, keep looking and you'll eventually find something. I was on the same boat as you and almost talked myself into a Base + Sport. I ultimately decided that having a Sport + Touring + Nav was a must and I could sacrifice on color instead of options. It took me about 3months but I finally found the Z I was looking for and have no regrets.

Some key indicators I used to tell if it was touring:
-Heated seat switches. If they are blank it's not a Touring
-Bose Stereo. the HU looks a little different from the base and the doors will have "Bose" on them.
-The SAT antenna on the roof
-The inner power switches on the drivers AND Passenger seats.

Yeah, I'm not wild about the cosmetic changes.

Okay, last question, promise.

For California cars with the front license plate bracket, are they all drilled right through the bumper or did Nissan do something tricky to leave the bumper intact?

It's drilled at preset holes
