Those are recommendations, not requirements. There is absolutely no set limits on service intervals. That booklet is just a guide. Secondly, service has nothing to do with the gas cap. i know your from the states, and not sure if those rules are the same as in canada, but to me it makes total sense. its just that i personally know 3 people with new cars and they follow those service intervals, but i also know one guy that doesnt (but hes cheap). so i wasnt sure whether it was required or recommended.
