I'm guessing it's a team of douchbags...with 1 maybe serving as a lookout/driver. They'd likely have a truck/van that's kept running on the street and it's large enough to load the wheels.
Maybe you NY guys should plan your own sting operation. Park your sport packaged Z in prime theft conditions and just wait for the thieves. This is the only proactive method of reducing the theft. Cops don't care and there is no serial numbers. Insurance companies end up with a profit in the long run as our rates continue to climb.
