I have heard this before, but don't think that a 400 degree bake could significantly decrease a wheels strength. Thoughts?

There is a lot of speculation. All I can say is I have over 20000 track miles on various powdercoated wheels and have never had a failure. The only failure I have ever seen it was posted that the powdercoater ran the wheels through a burn off cycle to remove the original finish, and that is usually at 6-800 degrees, which can harm them.
