Will it be safe to take out the fuse while the car is started?

Thanks
You don't need to start the car, just have it in ACC when you pull the fuse. Here is a complete set of steps to follow: Steering lock problem solved (for real)

Can I take out the steering lock completely? Is it essential for the car to work, if people are disabilig the steering lock it doesn't seem like It evens needs to be in the car.

Installed the SL bypass. No problems noted. Car starts in the same manner. I did not notice any additional lag time.
