100km/h is 62 mph. Residential speed limit is 25mph. That's still more than 37mph over speed limit. That's pretty damn fast in residential areas. Nevermind I forgot he said highway.

Nevermind I forgot he said highway. Why would he get pulled over for 100km/h though. It would have to have been 100mph.
