NP, check out this website they have Vossen and other wheel/tire packages you can preview and purchase. Custom Wheels, Chrome Rims, Tire Packages - CARiD.com

You should definetley be able to find a nice set of wheels and tires for 4,000.

You can also check out Vossens home page to see their diff wheels: Vossen Wheels | Luxury Rims | Staggered Wheels

i think the stock 19's look fine. they look better with wider tires on the rear and some spacers.

The stock RAYS are nice, but they're "stock". As long as you have them on there will always be something left to be desired.

The stock Rays are nice, the Nismo Rays are cool too.
If you want black with a chrome lip... Take a look at the new Volk Racing TE-37 Tokyo Time Attacks. They are sweet IMO. (probably 3700-ish tho)

Like I said before I am still on the fence on what to do but know in the back of my mind every Z from the factory has those wheels and I just like to look original or different than all the others. Like to set myself apart.

There's so many options with a 4k budget.

IMO springs, spacers, and maybe color match your door handles?!

Tastful and clean look!

Yeah, and it seems you have a pretty good budget to do so, I say go for new wheels when you can afford them.
