Probably to keep the jackoffs from blocking the sidewalk.

A few dummies where I work pull in until the tires touch the sidewalk which a) is great for the alignment and b) blocks at least half of the sidewalk.

But I'm sure the 1 or 2 cars that drive through that lane every day appreciates the extra foot and a half of space they don't need.
