Yes I agree. The OP should just step up and viola! there ya go. The pesky little problem is going to be the costs associated with testing everyone's vehicles and driving habits as that's going to naturally be different from person to person and ultimately what determines weather or not a legitimate claim exists.

In other words... it ain't gonna happen.
