OP, take kenchan's comment, turn it into a petition, and get the official name of your state transportation department changed to IDIOT

I'm pretty sure if you contacted IDIOT (formerly IDOT) they'd be able to identify the truck that was responsible.

Around here if rocks come off an uncovered truck, the truck driver is responsible for the damage.
