Wet windows after down/up?

Same thing happened to me a week ago and I had a bunch of streaks on driver side. Weird thing though yesterday after my weekly wash. I didn't roll down

Weird thing though yesterday after my weekly wash. I didn't roll down my window once and later on I noticed same streaks as if window was rolled down.
