is this simply bling for when your Z breaks down and needs to be towed or am I missing something?

Its to tow your Z out of the gravel pits if you get a little loose on the track.
But yes it also doubles as bling.

Many racing circuits require at least one tow hook. Many will require that it has a minimum hook inner diameter so that it can be towed by track staff quickly and safely. The stock one will not meet these requirements. The fold down design also makes it easy to leave on the car at all times as it will not stick out from the nose of the car when folded.

You know . . . technically, that's not a tow hook. It's what the tow hook hooks into, otherwise known as an eye or tow loop. Sorry, I know I'm being nitpicky.
