My new power steering pump is inconsistent in power delivery

Hello Z fans

I had a ceased pump. Got new one. I can feel how much easier it is on this one. Smooth and fast, but it's not always like that.
When you slow down, it kinda dies and you gotta put serious force into it.

We bled it 3 times.
Dont know what else to do.

Ideas?
