Cold weather and heater in car questions

I moved to a place where I don't have a garage. The temps have been 12 degrees here. It takes my car a long time for hot air to come out of the vents....I can warm it up for 20 minutes in the driveway but nothing happens...I think it may be due to the engine temp? The only guage I have to go by is the oil temp. When It gets above a certain point then hot air comes out of the vents. Is this normal?

Normal. And turn the “AC” option off when increasing the temp.
