Looking at FSM call for 38 ft.lbs on all nuts and bolts.

But I'm confused by following highlighted statement:

INSTALLALLATION (this is how it's spelled in FSM :icon17:)
Note the following, and install in the reverse order of removal.

*Perform final tightening of bolts and nuts at the vehicle installation position, under condition with all tires above level ground.

Is it wheels on ground with weight on? or in the air?

I'm guessing weight on wheels. Heavy spelling and grammatical errors. I think it should read Under LADEN conditions, with all tires ON level ground.

I think in Japanese the word used for on and above are the same, but requires an addition to distinguish the two. That addition might have gotten lost in translation.
