The first thing i'd ask is whether any OTHER mods were done to the car. After all, it's establish that the owner has had work done on the car; you want to know as much as possible about how much as has been done (and undone!)
Then ask YOURSELF what you want do to with the car and establish what sort of budget you intend to have. Are you going to put in work into this car? If so, the lip, spacers, and exhaust are worthless, you're going to be putting better stuff of your own choosing on it anyways. Let that dude keep thaht stuff, it should be worth $0 to you After buying the car, for this chassis you should set aside money for some immediate preventative work: 1) A full alignment, just to see where you're at and to inspect for any damage. If the owner has a recent alignment from a reputable place, skip if you have the paperwork 2) Clutch Slave cylinder replacement, new clutch, new flywheel. Just do it, save yourself the worry, and a lighter flywheel is a massive improvement in the driving experience 3) assuming forced induction is not on the table, throw the exhaust away and get your own basic bolt ons. Stillen Gen 3, Fast intentions or motordyne exhaust + HFC or headers, etc 4) oil cooler if you intend to do any sort of hard driving 5) suspension/wheels, don't buy anything without more research

I would replace it as a PREVENTATIVE measure and upgrade
