It wouldn't suprise me that is says to do that. I have a front plate (required in my state), and after 1 year, I have two holes there because of the screws that hold the plate on - unfortunately, but realistically, they are too long, and stick into the bumper - not sure if this only happens when the wind pressure pushes the plate back or not, but if I look behind my plate, there are two screws jutting into the bumper into about that area where those holes are. If I ever move to another state, I would have to keep a plate on just to hide the marks. Another small mistake by Nissan.
