Honestly, if you really want to go FI and want to spend some of your budget, jump into those less fun supporting mods that would be needed anyway for an FI build.

If you don't want to go beyond your budget or don't want to wait however long it takes to get the money together, then by all means bolt ons and Amuse would be awesome.

You need to ask yourself what your goals are for the car. You may be better served with bolt-ons, driving lessons and a few track days if you're just looking for a good time. If you want bragging rights there are cheaper platforms than the Z that are much faster per dollar invested.

Don't get me wrong, I love my Z. But if I just wanted the fastest thing I can afford I would have looked elsewhere.

TT's are not cheap. 10K won't touch it. 20K will get you started. It is what it is. Cali laws make it a big issue in your area.

The Stillen SC is CARB certified isn't it?

9.5k could look at that plus Air to Air, Ecutek and I believe it's $1000 for the auto trans build.
Of course that doesn't include labour so it depends if you turn your own wrenches or not.

If you are going boost (or not) the best place to start, is the Foundation...
A good traction device in diff(bushing's,rear cover & possible gear swap),external eng. & trans oil coolers,a more adjustable suspension & decide weather or not you're gonna lower,up-grade wheels/tires.....just a few basic thing's weather you do/don't go forced induction....You can go through 9k pretty quick.

Also if he truly plans to track I'm not sure how effective tt setup is for the z. heat can quickly become an issue so then your fighting cooling and that adds more cost. Maybe not an issue for the z but a few BMW groups guys I know went FI on the e90 and later removed it as their lap times really weren't any better since the heat kept having to pull timing, etc etc and eventually the actual power difference wasn't noticeable after lap 4-5.

The best mod in terms of actually feeling it are 4.08 gears and an Ecutek tune for throttle response. After that, whatver your first breathing mod is will net you the most gains on the dyno. After that, you can do more breahting mods for less gains or do your suspension if you want to hit the track.

I've seen a bunch of mentions of CARB legal... but I am not sure I saw you mention it as a requirement? Are you trying to stay CARB legal?

Also, are you doing all the labor yourself?

If you're doing the work and don't care about carb, you could probably do a BP kit or a Stillen kit (maybe with the A2A upgrade) inside your budget, but you will have to go pretty sparse on the supporting mods. Technically all you'll need is the kit, tune, and clutch... However if anything goes wrong you'll need to ensure you have the funds available for another motor or tranny.

I think the biggest barrier for you is the 7AT... if you don't build it you will have to keep the boost and power down. Others here are more knowledgeable than me about how much power the OEM 7AT can handle.

Maybe the best thing for you is a plain stillen kit with no further upgrades to it.

There's no shame in a "stock" supercharger

You could wait to see a used tt set up pop up on here for sale.. happens all the time but they get snatched up pretty quick. I really dont get all the hate comig from the stillen kit. Ive had mine for over 2yrs now and i love it..in terms of. Ang for ur buck (on our platform) stillen isnt bad at all. You just have to get a custom tune or its a waste imho
