I'm skeptical that guardrail specs include safely stopping a 3200 pound car going 100 MPH - yeah, its probably supposed to crumple but freak things happen at that speed. He could have been skewered by one of the guardrail posts; would we then be saying that those posts ought to break away in a crash?

Guard rails aren't designed to stop a vehicle moving 100mph.

...except it's really not. That's why you get a bigger fine for 25+ over than for 15 over. It's also why words like "reckless driving" and "mandatory suspension" don't get thrown around for low-speed violations.
