Missing under piece to bumper/front lip?

I lost that stupid cover and now that I've lowered the car it seems to increase the problem where the under pan vibrates making a noise at freeway speeds. That

That panel covers a recess I see is built into the ZSpeed pan as well, only the ZS one doesn't have a cover like stock. How does this effect the aero? Is anyone with a Nismo ZS version getting vibrations? Is that fact that the ZS pan is stiff preventing vibration but not providing the same aero?
