what is this?

The threaded hole is where you screw in the tow-hook (or your front license plate if you have a relocator like the mower-axle kit). The bit in front of it is a trim piece. :)

Pop out the plastic and screw in your tow hook if you ever need to be towed.

As others have said, it's for the tow hook (hook is stored next to spare tire). More info in Owner's Manual.

The Mower Axle option.
