insurance adjuster isn't going to give a damn whether if he feels safe or not.
it's a matter of the repair costs. if it's more than the value, that means totaled.
bumper frames are meant to bend a bit and absorb energy, same with the hood.

i feel sorry for him too but even the officer agreed with me that he was most likely faking
