I would be willing to beat it's a false code it's throwing. He probably has test pipes on the car and without a tune to trick the car into thinking the cats are in line. It will throw these codes up all the time. Trust me when I changed out my stock (burnt up) cats to test pipes the code was always there. Until I got into the ECU and reset the alarms but they always came back.
