If you bring a car down to the end of the pier and have a sniper, the cops cant bring their cars down the pier because they have to abide

If you bring a car down to the end of the pier and have a sniper, the cops cant bring their cars down the pier because they have to abide by the law. So you can get 5 stars that way. Just have a machine gun to shoot down the helicopters!
