What is the "smart cord"? Does this mean it doesn't come with a normal power cord? Will the buyer be able to update the unit?

No, the blue is just fine as long as your state (which I think is only 3) isn't one of the one's that banned detector devices.

The BLUE version is the exact same thing as the RED, but the blue LED's are more expensive so this model cost about $50 more retail. I have the RED & it's paid itself off several times over now. Great price! GL!
