Hell ya, the best time to go!
Less people. My best visit to Busch Gardens was on a gloomy day. It was a week day and It had rained first thing in morning and was threatening to rain again. Me and my brother in law got there right as the park opened. Things were a little damp but drying out fast and the park was empty! We had gone for the roller coasters and racked up over 20 rides before leaving a little after 1pm feeling like we had gotten our money's worth. The Griffon was brand new and there wasn't even a line.
