Not in VA, but figured I'd add on to this as a mid-atlantic tint thread...

I got mine done by Baltimore Tint LLC Window Tinting Auto, Residential, Commercial Tint in MD, Maryland
The guy works out of IAG Performance - Subaru Performance Parts & Service. IAG Home - www.iagperformance.com in westminster.
He had options to do about every 10%. I went with 20% and did everything but the windshield. $185 lifetime warranty, and if you pay an additional ~$20 that covers ANYTHING (you could knife it yourself and they would replace it).

A few days in, driverside tint started to peel due to the auto window down thing. Replaced it a week later (to make sure the rest was good), free and nice and easy. The guy did great on the cuts tint, and I was very happy with it.

They provide helpful information on window tints such as it types, gives quotations, tint law in every state and will help you find professional window tint installer near your area.
